Based on the present situation, the provincial vision and mission were developed. The social and economic indicators inputted by the NEDA Regional Director speaks of the quality of life in the province as against the other provinces and the region. At the same time, it is human development index since it places man as the focus of all development efforts.

In support to the overall goal of the Region, "A Better Quality of Life and Environment," the participants discussed what could be the relevance of the "SIRMATA," the Ilocano dream, which transcends the human dimension of man's aspiration towards enjoyment of the benefits of progress. This implies the involvement of everyone in attaining development and progress. In crafting the provincial vision and mission, it is then the concern of all sectors to set the meaningful direction for the province to take and to ensure commitment for support.

A sustainable development-oriented institution, in active partnership with the civil society and the private sector, promoting effective governance for prosperity with equity.

To enable the citizenry to participate in attaining sustainable human development. the pursuance of this mission, we commit ourselves to:

§ Create an enabling environment that would increase opportunities for education, health care, income and employment especially by the marginalized sectors in the province;
§ Generate economic growth and distribute the benefits equitably;
§ Regenerate and protect the environment;
§ Promote community participation and entrepreneurship;
§ Improve governance to make our government more effective and responsive to the needs of the citizenry.
